Overview

The Crooked River tailwater below Bowman Dam is one of Central Oregon's most consistent fly fisheries โ€” a cold, spring-fed tailwater holding large rainbow trout in a stunning canyon setting. Today the downstream gauge is running elevated, which means wading strategy matters. Conditions are rated Fair: fishing is absolutely productive, but approach the river smart โ€” bank access and float tubes will outperform traditional mid-channel wading at current flows.

Current Conditions

USGS gauge 14087400 (Crooked River below Opal Springs, near Culver, OR) is reading 1,260 cfs as of this morning. Important context: this gauge sits downstream of the Opal Springs input, which contributes substantial spring flow. The prime fly fishing section โ€” between Bowman Dam and the Opal Springs confluence (the Chimney Rock segment through Crooked River Ranch) โ€” is running lower but still elevated above typical late-summer levels. Water temperature at the gauge: 55.0ยฐF (12.8ยฐC) โ€” outstanding for trout activity and well below any thermal stress threshold. Clarity is slightly off-color with higher flows but the water is not turbid; visibility remains good.

At elevated flows, standard mid-channel wading spots are challenging and potentially hazardous. Focus on bankside eddies, soft seams along the canyon walls, and slower side channels โ€” fish stack up in these spots to escape the main current, and presentations can be much more precise. Float tube and pontoon boat anglers have a clear edge today.

Active Hatches & Fly Recommendations

The Crooked below Bowman Dam is a legendary midge and PMD fishery, and September conditions are classic for both:

  • Midges (All Day, Every Day): The Crooked's bread and butter year-round. A Zebra Midge (size 20โ€“22, red or black) fished 18โ€“24 inches under a small indicator in slower seams is the single most reliable pattern on this river. Fish it patiently โ€” takes are subtle.
  • Blue-Winged Olives โ€” Cool Mornings: September mornings in the canyon are perfect BWO conditions โ€” overcast, cool, and calm. Look for rising fish from 9โ€“11 AM and match with a Parachute Adams (size 18โ€“20). Trailing a Pheasant Tail Nymph (size 16โ€“18) beneath it covers both rising and subsurface feeding fish.
  • Caddis โ€” Evenings: Some evening caddis activity picks up as the canyon cools. An Elk Hair Caddis (size 16) fished close to vegetated banks in slower water can draw up fish. The Stimulator (size 14) works well as a searching attractor in pocketwater.
  • Nymphing Rigs โ€” All Day: A Copper John (size 16โ€“18, red or green bead) leading a Zebra Midge dropper is a proven two-fly combination. Fish this rig in the 1โ€“3 foot range through slower current seams adjacent to the main flow. A Pheasant Tail Nymph is equally effective as the lead fly.

Best Access Points

Crooked River Ranch provides the best access to the upper Chimney Rock segment โ€” multiple BLM pullouts along the Backroads offer excellent walk-in access to productive water without crowds. The Chimney Rock trailhead off the Backroads Byway is a local favorite for the classic canyon stretch. Terrebonne Wayside (just north of Terrebonne on US-97) offers quick access to the lower section near the Smith Rock corridor. Note: the seasonal gate at Telephone Springs limits motorized access on some BLM roads April 30 โ€“ December 1 โ€” check current status with BLM Prineville District before planning remote access.

Hazards & Notices

At elevated flows, the Crooked River's cobblestone bottom becomes extremely slippery and unpredictable โ€” do not wade above knee-deep at current conditions. A wading staff is strongly recommended. Consider bank-only or float-tube access as your primary strategy today. No current emergency closures reported. Regulations: The Crooked River below Bowman Dam is open year-round for trout; check current ODFW regulations for slot size and daily bag limits before fishing โ€” regs on this section include size restrictions designed to protect the trophy trout population.
