Current Conditions
The Crooked River tailwater below Bowman Dam is in classic mid-irrigation-season form — flows are elevated as Prineville Reservoir operators manage irrigation deliveries, pushing the lower river above its summer nymphing sweet spot. That said, the Crooked is resilient, and savvy anglers who adapt their approach are still finding good numbers of rainbows and browns in the prime first 10 miles below the dam. The water carries a slight milky-green tint at elevated flows, but clarity improves considerably in the mid-river reach from Cobble Rock down toward Crooked River Ranch. Afternoon rises are occurring on warmer days — keep an eye on the surface as PMDs and caddis begin to emerge.
Flow & Water Temperature
USGS Gauge 14087400 (Crooked River below Opal Springs, near Culver) is reading 1,160 CFS as of this morning — this gauge captures combined river flow plus the substantial Opal Springs input downstream of the main fishing zone. Flows in the Bowman Dam tailwater section (the prime 10-mile fishery) are running approximately 200–250 CFS per ODFW — elevated for irrigation season but wadeable in most reaches. Water temperature is a healthy 55°F (12.8°C) — ideal for trout activity and right in the prime feeding range.
Active Hatches
- Pale Morning Dun (#16–18): Active — look for afternoon emergences in slower pools and tailouts.
- Caddis (#14–16): Building presence — sporadic evening activity picking up since mid-May.
- Midges (#20–24): Consistent all day, especially in the flatter pool sections near Terrebonne.
- Baetis/BWO (#18–20): Active on overcast mornings; fish rising in foam lines.
Top Fly Recommendations
Nymphing is your bread-and-butter right now. Rig a tight-line or indicator setup with a Zebra Midge (#20–22) as your point fly — this is the single most consistent producer on the Crooked year-round. Trail a Pheasant Tail Nymph (#16–18) as a dropper to cover PMD emergers in the water column. When fish are stacked in deeper runs near the canyon walls, a Copper John (#16) gets down fast and triggers aggressive takes. If you catch an afternoon rise going, switch to a Parachute Adams (#16–18) — it imitates both PMDs and caddis well enough to fool selective Crooked River trout.
Best Access Points
The Prineville Reservoir State Park day-use area provides the highest-quality access closest to Bowman Dam — this stretch holds the densest trout populations. Cobble Rock Recreation Site (BLM, ~4 miles below the dam) offers excellent wade access to a productive mid-river section. The Crooked River National Grassland pullouts along Hwy 27 south of Terrebonne give walk-in access to less-pressured water. For the lower end, the Lower Crooked River campground near Crooked River Ranch provides easy access to the confluence reach.
Hazards & Notes
⚠️ Irrigation Flows: Bowman Dam releases can change significantly and rapidly during irrigation season — always check current USGS flows before wading, and stay alert to any sudden rise in water level. The river bottom is slick basalt and cobble; studded wading boots are strongly recommended. This is catch-and-release only for trout in the designated Wild & Scenic reach — use barbless hooks and minimize handling. Rattlesnakes are active in the canyon; watch dry rocky areas, especially near basalt outcroppings.
