Current Conditions
The Crooked River below Bowman Dam is experiencing a significant flow surge as of this morning. USGS Gauge 14087400 is reading 1,140 CFS — a dramatic jump from the 250 CFS reported by local shops just two days ago (June 19). This rapid increase is almost certainly driven by Bureau of Reclamation irrigation releases from Prineville Reservoir, which was sitting at approximately 50% capacity entering the peak irrigation season. At this flow level, wading is extremely difficult and dangerous across most of the classic tailwater stretch. Water clarity has dropped to off-color as the elevated flows disturb bottom sediment.
Water temperature is holding at a cold 55°F — a silver lining, as the dam-controlled temperature keeps the fish in good physiological condition even at high flows. Do not attempt to wade the main current; anglers should seek out backwater eddies, slower bank water, and any protected pockets where fish may stack up to escape the strong flows.
Hatch Activity
Despite the challenging flow conditions, the Crooked's renowned midge-centric hatches are likely still ticking in slower side water. Based on reports from earlier this week, caddis (both Little Sister and Spotted Sedge) were producing excellent surface action at lower flows, and PMDs had just begun making an appearance. With the flow surge, expect hatch activity to be suppressed on open water, but fish tucked into sheltered edges may still be looking up. Midges can be fished effectively on the Crooked any day of the year — they'll be your most reliable option in these conditions.

- Copper John (#14–16) — Heavy and flashy, the Copper John sinks fast and gets into the strike zone. Perfect for high-flow nymphing in the deepest available holding water.
- Woolly Bugger (#8–10, olive/black) — At 1,140 CFS, a streamer swung through fast seams and dropped into deep plunge pools can provoke reaction strikes from trout holding tight to the bottom.
- Pheasant Tail Nymph (#16–18) — A classic for the Crooked. Drop it below a Copper John on a two-fly rig weighted to reach the bottom fast in current lanes.
- Zebra Midge (#20–22) — If you find sheltered backwater or slower bank edges, drop a Zebra Midge under an indicator. Fish will be stacked in any calm water they can find.
- Elk Hair Caddis (#16–18) — Keep a few in your box for any slow bank water where surface activity is present. May see opportunistic takes near protected undercut banks.
Best Access Points
The prime tailwater fishery runs through the first 10–12 miles below Bowman Dam, with Crooked River Ranch (off US-97 north of Terrebonne) offering the most accessible entry points. With flows this high, stick to the upper 2–3 miles immediately below the dam where bank access is easier and the river is slightly more confined. The Chimney Rock area and lower canyon sections will be extremely fast and dangerous to wade. Check BLM signage at all access points before entering the river.

High water hazard is in effect. At 1,140 CFS, this river is running at roughly 4–8x its typical summer level. Footing on algae-covered cobble at these flows is treacherous even for experienced waders. Wear a wading belt and consider a wading staff. Do not cross the main channel. Monitor USGS Gauge 14087400 closely — if flows continue rising, conditions may deteriorate further to blown-out. We will update this report as conditions change.
