โš ๏ธ Elevated Flow Alert โ€” Not Recommended for Fishing Today

The Crooked River tailwater is experiencing a dramatic flow surge this week. The USGS gauge at Opal Springs (14087400) recorded 1,270 CFS this morning at 53ยฐF โ€” an extraordinary spike from the 37โ€“100 CFS range that defined fishing conditions just last week. For context, productive fly fishing on the Crooked River tailwater typically occurs between 50โ€“300 CFS. At 1,270 CFS, the river is blown out, off-color, and carrying heavy sediment. The Bureau of Reclamation controls releases from Bowman Dam at Prineville Reservoir, and significant post-irrigation season releases can cause these rapid spikes โ€” and just as rapid recoveries.

What This Means for Anglers

We strongly advise against making the drive to the Crooked River tailwater today. Even the most productive pools, pockets, and seams will be scouring at these volumes. The canyon will be pushing debris, and the fish โ€” while resilient โ€” will not be holding in their typical lies or looking toward the surface. Save the drive and check the gauge before you load the truck.

The optimistic news: the Crooked River is a tailwater, and it recovers fast. The Bureau of Reclamation is expected to transition to winter minimum releases of approximately 100 CFS following the close of irrigation season in mid-October. Once flows stabilize in the 100โ€“250 CFS range, the Crooked often delivers some of the finest dry-fly fishing of the entire year โ€” dense BWO and midge hatches, willing risers in crystal-clear water, and virtually no crowds.

Plan Ahead: What to Expect When Flows Drop

When the Crooked comes back into shape, here is what will be on the menu:

Hatches to Watch: Blue-Winged Olives (BWOs) will be the dominant hatch through October and into November, typically popping off late morning through early afternoon on overcast days. Midges fish throughout the day. October Caddis were present in the canyon bushes through late September โ€” a few stragglers may still be around when flows settle.

Top Fly Recommendations:

  • Parachute Adams (#18โ€“22) โ€” the single most important fly on the Crooked in fall; cover BWO hatches with confidence
  • Elk Hair Caddis (#16โ€“18, tan/black) โ€” evening caddis and general attractor when nothing specific is hatching
  • Chubby Chernobyl (#10โ€“12) โ€” excellent dry-dropper anchor in the pocket water and faster riffles
  • Pheasant Tail Nymph (#18โ€“20) โ€” the go-to Baetis nymph imitation; dead-drift slowly through tailouts and flats
  • Zebra Midge (#20โ€“22, black/red) โ€” the bread-and-butter nymph on the Crooked; fish two at a time in tandem
  • Copper John (#16โ€“18) โ€” weighted point fly to get the rig down in deeper runs; pairs perfectly with a Zebra Midge dropper
  • Woolly Bugger (#8, olive/black) โ€” swing one through faster riffles on a light sink tip for larger fish holding deep

Access Points (for when conditions improve)

The prime fishing zone runs the 8 miles below Bowman Dam along OR-27, from the dam downstream through the Crooked River National Grassland toward Terrebonne. Pullouts are clearly marked at regular intervals. Key access spots include the dam area parking, Skull Hollow pullouts, and the lower grassland sections near Crooked River Ranch. The highway is paved and 2WD-friendly. No special permits required for the public land sections.

Hazards & Safety

  • Do not attempt to wade or cross the river at current flows. 1,270 CFS is dangerous โ€” fast, deep, and debris-laden. Stay off the water until flows drop significantly.
  • Monitor flows in real time at USGS gauge 14087400: waterdata.usgs.gov
  • Bureau of Reclamation can adjust Bowman Dam releases at short notice โ€” conditions can change rapidly in either direction.
  • No known closures or special restrictions beyond normal ODFW regulations for this section.
