The Crooked River tailwater is carrying heavy irrigation flows today, making conditions very challenging across the fishable stretch below Bowman Dam. If you can get out on the water this weekend, here's what to expect and how to make the most of it.
Current Conditions
USGS gauge 14087400 (Crooked River below Opal Springs, near Culver, OR) is reading 1,240 CFS as of this morning — significantly above seasonal norms for this tailwater fishery. Water temperature is 55°F (12.6°C), which remains within a healthy range for the rainbow trout population, but the volume and velocity of the water is making wading treacherous and clarity is heavily impacted. Expect turbid, off-color water throughout the lower canyon sections. Irrigation demand from upstream agricultural users is driving these elevated releases from Prineville Reservoir, and flows are expected to remain high through early June.
Hatches & Fish Activity
Despite the difficult flows, the Crooked's resident rainbows are still feeding — they live here year-round and adapt to high water. Caddis activity typically peaks by late May below Bowman Dam and fish will look up during afternoon lulls if you can find softer seams. However, in these conditions, nymphing and streamer work will dramatically outperform dry flies. Look for fish stacked in slower side channels, inside bends, and any protected water out of the main current. Midge larva and scud patterns remain reliable year-round in this tailwater.

- Pheasant Tail Nymph (#16–18) — A tailwater staple. Fish deep on a tight-line or Euro nymphing setup in the slower pocket water and inside bends.

- Copper John (#16–18) — Gets down fast in high water. Excellent as a heavy anchor fly in a two-nymph rig with a smaller midge trailer.
- Woolly Bugger (#8–10, black or olive) — Streamer fishing can be surprisingly effective during high, off-color flows. Strip through the deeper holes and undercut banks.
- Elk Hair Caddis (#14–16) — Keep a few ready for afternoon windows when caddis activity peaks and flows allow surface feeding in calmer water.
- Parachute Adams (#16) — A fallback dry for opportunistic risers in protected eddies and slow backwaters during the afternoon.
Best Access Points
- Lower Crooked River National Back Country Byway — The primary access road parallels the river for several miles below Bowman Dam. Multiple pullouts allow anglers to scout before committing to wading.
- First 4 miles below Bowman Dam — Historically the most productive stretch; fish stack here near the dam outflow. In high water, stay on the bank and fish the inside seams.
- Crooked River Ranch Area — Deeper canyon section with more protected pockets; better for streamer fishing in elevated flows.
- Lone Pine Bridge — Downstream access with calmer conditions; some of the best wading options when flows are high.
Hazards & Advisories
Do not wade into unfamiliar water at 1,240 CFS. The Crooked is a narrow, boulder-strewn river and flows at this volume are extremely powerful. Bank fishing and fishing from boulders above the waterline is recommended over in-stream wading until flows drop below 400 CFS. Wear a wading belt at minimum; consider a personal flotation device (PFD) in the deeper sections.
