The Crooked River tailwater below Bowman Dam is carrying elevated flows this week as late-May snowmelt pushes through the upper Crooked watershed and into Prineville Reservoir. The downstream USGS gauge below Opal Springs (14087400) is recording 1,260 CFS — significantly above normal late-spring baseline for this system. The prime tailwater section from the base of Bowman Dam toward Smith Rock State Park is running with off-color, greenish-tinted water, which means nymph tactics and precision presentations will be the name of the game today.
The good news: fish in this heavily managed tailwater are resilient and accustomed to fluctuating flows. Reports from earlier this week (May 22) from local fly shops confirm fishing remains productive for anglers who adapt to the conditions — small nymphs tight to structure and midges are outperforming dries on most stretches.
Flow & Water Conditions
The USGS gauge at Crooked River below Opal Springs (14087400) is reading 1,260 CFS as of this morning — this downstream gauge includes significant cold-water input from Opal Springs, but the tailwater section above the confluence is also running elevated with off-color visibility. Water temperature is 55°F (12.9°C), which is excellent for trout metabolism and will keep insect activity going throughout the day despite reduced clarity. Wade carefully: current is pushy and footing is slippery on the basalt substrate.
Active Hatches
- Pale Morning Dun (#16–18): Active and building — PMDs have emerged as the dominant hatch this week, particularly in the lower, slower canyon sections where clarity is better. Look for rises in protected eddies and behind large boulders.
- Caddis (remnant, #14–16): The Mother's Day Caddis hatch has wound down from its peak, but adult caddis and egg-layers are still present in good numbers each evening. Some fish are still keying on them.
- Midges (#20–22): As reliable as ever on the Crooked — midges are active all day and remain the most consistent producer in off-color conditions. Essential when nothing else is visibly hatching.

In off-color, elevated conditions, go subsurface and stay there. A Zebra Midge (#20–22) in black/red is arguably the most reliable fly on this river year-round and especially shines when clarity is reduced. Pair it with a Pheasant Tail Nymph (#16–18) as your lead fly — the PT's natural profile reads well even through tinted water. A Copper John (#16) in red or green adds a tungsten anchor and flash trigger that stands out in dirty water; use it as your point fly to get the rig down fast in higher flows.
If fish are actively rising in protected eddies and slow side channels, a Parachute Adams (#16) is your best all-around surface option for the mixed PMD/caddis window. For bigger fish in off-color flows, an Elk Hair Caddis (#14) swung or skated across the tailout of a run can draw aggressive takes from fish that won't show themselves in slower presentations.

- Bowman Dam Tailwater (State Park Road): The top of the prime tailwater section — best bet for finding cleaner water close to the dam. Limited parking; arrive early.
- Lower Crooked River National Back Country Byway (Hwy 27): Multiple pull-offs along the canyon provide access to mid-section runs. Look for protected seams and eddies behind large boulders in high water.
- Smith Rock State Park area: The lower canyon stretch near Smith Rock often shows slightly better clarity as the basalt canyon narrows. Walk-in access along the river trail.
- Ogden Wayside: Good access point with parking — productive for evening PMD and caddis activity.
Hazards & Notes
