⚠️ Tough conditions today. The Crooked River is running at 1,260 cfs (USGS gauge 14087400, below Opal Springs near Culver, as of 5:00 AM PDT) — dramatically above the ideal fly-fishing range of 50–300 cfs. Water temps remain reasonable at 55°F (12.6°C), reflecting the thermally stable tailwater character of this system, but elevated flows have pushed the water off-color and made safe wading essentially impossible in the canyon. This is classic peak-irrigation season on the Crooked, and the Bureau of Reclamation is releasing heavily from Prineville Reservoir to meet downstream agricultural demand.
Why Flows Are So High
The Crooked River below Bowman Dam is a regulated tailwater controlled by Prineville Reservoir outflows. Every year in late May through mid-July, the Bureau of Reclamation ramps up releases to fill irrigation contracts for Crook County agriculture. During peak demand, flows can spike from the comfortable 150–200 cfs of spring to over 1,000 cfs — exactly what we're seeing today. The fish are still there; they've simply retreated to the margins and deeper holding water, waiting out the pulse.
Hatch Activity (When the River Cooperates)
When the Crooked does come back into shape — typically by late July or early August as irrigation season winds down — look for excellent midge activity throughout the day, Blue-Winged Olive (BWO) hatches in morning and evening, and a steady Pale Morning Dun (PMD) emergence in the summer months. The section from the dam downstream to roughly mile marker 5 holds the densest population of wild rainbow trout on this river and is the prime dry-fly water when flows cooperate. Caddis also emerge in good numbers by midsummer.
What To Do Right Now
If you're itching to fish, today is not the day for the Crooked River Canyon. However, there are productive alternatives nearby:
- Lake Billy Chinook (Kokanee & Trout): ODFW is reporting excellent kokanee fishing on the Crooked Arm right now — a great option while the river runs big.
- Upper Crooked River (above Prineville Reservoir): The wild section near Paulina and Millican can fish well in early summer — smaller fish but beautiful water and less pressure.
- Come back in 4–6 weeks: Check the USGS gauge (14087400) daily — when flows drop back below 200 cfs, the lower canyon transforms into one of Central Oregon's most productive tailwaters.
When It's Fishing — Top Fly Recommendations
For future reference and trip planning, here's what works when the Crooked is in shape:
- Zebra Midge (#18–22) — The Crooked River's signature fly. Black thread body with silver wire rib — fish it deep under an indicator near the bottom of runs and pools.
- Pheasant Tail Nymph (#16–20) — Works throughout the season as a PMD and BWO nymph imitation. Euro-nymph style is deadly in the broken pocket water near the dam.
- Parachute Adams (#14–18) — Matches the BWO and PMD hatches when fish are rising. A light 5X or 6X tippet is essential for selective tailwater trout.
- Elk Hair Caddis (#14–16, tan) — For the caddis hatch that builds through summer. Fish the evening rise below Chimney Rock with a soft hackle dropper.
- Woolly Bugger (#8–10, olive or black) — When flows are receding and visibility improves but clarity isn't quite there yet, a slowly stripped Woolly Bugger through deeper pools can pull big fish.
- Copper John (#16–18) — Heavy enough to reach the bottom in the deeper pools and runs; excellent as a dropper or solo indicator nymph.
Access Points (For When You Return)
The best access to the prime tailwater section is via Lower Crooked River Recreation Area off US-97 north of Terrebonne. Turn west at the sign and follow the road into the canyon — primitive parking available at multiple pullouts. The Crooked River Ranch area offers private-land access for residents and guests. The BLM manages approximately 15 miles of public land along the river corridor. A valid Oregon fishing license is required; this is a catch-and-release, artificial lures only section (confirm current regulations at ODFW).
