Current Conditions Overview
The Crooked River tailwater below Bowman Dam is fishing excellently right now — one of the best stretches of summer dry fly fishing in all of Central Oregon. The tailwater section below Bowman Dam is running at approximately 200 cfs per recent fly shop reports, while the USGS gauge 14087400 (below Opal Springs, near Culver) reads 1,270 cfs, which reflects significant spring inflow from Opal Springs further downstream. The fishing corridor — the 8–10 miles between Bowman Dam and the Hwy 27 corridor near Terrebonne/Crooked River Ranch — is in ideal shape. Water temperature is a crisp 55.9°F (13.3°C), absolutely perfect for active rainbow trout and productive hatches throughout the day.
Flow and Water Clarity
Flows in the Bowman Dam tailwater are low and clear — visibility is exceptional, easily 6+ feet. The low flow is worth noting: Prineville Reservoir is running below 50% capacity, so releases are conservative. This means technical presentations matter — fish can see you, your leader, and every drag imperfection. Long, fine leaders (12–15 ft, 5X–6X tippet), careful approaches, and upstream dry fly presentations will outperform sloppy casts. The upside: fish are very actively feeding in the clear, food-rich water.
Active Hatches
Caddis are the dominant hatch right now, intensifying week over week. The evening caddis flight (tan and black, sizes 16–18) is producing the most visible and explosive surface activity. A dual morning hatch of PMDs and caddis runs from roughly 10 AM to noon, with a secondary afternoon-evening caddis push beginning around 2 PM and continuing through dark. Midges remain a constant background food source throughout the day. Small stoneflies are also contributing to the nymph buffet below the surface. Keep switching fly patterns during hatches — fish on the Crooked can be selective, and what works one run may not work the next.
Top Fly Recommendations
Dry Flies: The Elk Hair Caddis in tan or black (sizes 16–18) is the top producer right now — it perfectly matches the prevalent caddis hatch and floats well in this mild current. A Parachute Adams (sizes 16–18) is your best all-purpose morning fly, covering both PMDs and general mayfly activity with its highly visible parachute post. The Stimulator in smaller sizes (14–16) imitates caddis adults effectively in the riffled pocket water sections near the dam.
Nymphs and Midges: Sub-surface fishing remains consistently productive throughout the day. The Pheasant Tail Nymph (sizes 16–18) is a must-have for PMD and caddis pupa imitations. The Zebra Midge (sizes 20–22) in black/silver or red/silver covers the ever-present midge activity — drift it in tandem as a dropper off a dry or under a small indicator. The Copper John (sizes 16–18) adds flash and weight for searching deeper seams. Swinging a Woolly Bugger in olive or tan through the deeper pools near the dam access road can draw aggressive takes from larger fish.
Best Access Points
- Bowman Dam Spillway / Dam Road Trailhead — The top of the prime fishing corridor. Lots of fish immediately below the dam in the cold tailwater pool.
- Lower Crooked River BLM Access (Hwy 27) — Multiple pullouts along Hwy 27 between Prineville and Terrebonne provide easy walk-in access to quality water. The stretch from Mile Marker 4 to 8 is particularly productive.
- Chimney Rock Campground / Rec Area — Good wade access to mid-corridor water; some walk-in areas away from the road hold less-pressured fish.
- Crooked River Ranch Area — Lower end of the prime corridor; good evening caddis water with some large resident rainbows.
Hazards and Closures
⚠️ Low Flow Caution: With flows around 200 cfs the river is very gentle and safe to wade, but the clear, shallow water means fish are easily spooked. Wade slowly and low, minimize false casts over holding water, and approach feeding fish from downstream when possible. Reservoir Level: Bowman Dam releases are subject to change — if reservoir levels drop further, flows could decrease. No closures are currently in effect. Crooked River tailwater is open year-round; artificial lures and flies only, catch-and-release for wild rainbow trout. Verify current ODFW regulations before your trip.
